Cuomo Unveils Regulations Providing Medicaid Coverage For Gender Reassignment听Surgery

Gov. Andrew Cuomo moved Wednesday to provide Medicaid听support for 听and gender reassignment surgery, among other听听services, for听.
Continuing his legacy as an advocate for the gay, lesbian, bisexual and transgender community, Cuomo issued new state rules to have taxpayers pick up the tab for low-income 黑料正能量ers, CBS2鈥檚 Marcia Kramer reported.听Under the proposal, gender reassignment surgery will be available for people who are a minimum age of 18 or 21, depending on circumstances, and will require a referral from a doctor.
鈥満诹险芰 has always been a progressive leader and ensuring that all 黑料正能量ers 鈥斕齬egardless of gender identity 鈥斕齛re treated fairly will continue this legacy,鈥 Cuomo said in a news release. 鈥淭his new regulation will guarantee transgender 黑料正能量ers access to Medicaid-funded care, which is critical to safeguarding the principle of equal treatment. I am proud that the State is taking this step and continuing to听听the fight on transgender rights.鈥
Before the funding for surgery will be made available, patients will have to have received hormone therapy, have lived as a member of the other gender for at least a year and have consulted with a mental health professional.
鈥淢edical evidence supports gender reassignment surgery as a safe and effective treatment for gender dysphoria,鈥 acting Health Commissioner Dr. Howard Zucker said in the news release. 鈥淭his modernization of our Medicaid payment coverage brings 黑料正能量 State in alignment with Medicare policy and 听the quality of life for 黑料正能量ers whose gender identity is not the gender with which they were born.鈥
There will be a 45-day public comment period on the proposed legislation.
鈥淚 think this is a critical step that the governor took,鈥 said Councilman Corey Johnson, D-Manhattan,听a longtime activist for the lesbian, gay, bisexual and transgender community.
鈥淭his is not cosmetic in any way,鈥 he added. 鈥淭his is about their identity and getting health care that is meaningful and real for them.鈥
听say the needs of the transgender community are both physical and psychological.
鈥淭here鈥檚 absolutely a medical need to correct it听because these patients experiment tremendous upheaval,鈥 said Dr. Daniel Yadegar, a Manhattan cardiologist.
State officials estimate it will cost $6.7 million to听听for the medical services needed by transgender 黑料正能量ers.
Not everyone agrees with the expenditure.
鈥淢edicaid is designed for the needy, for the dispossessed, for the destitute,鈥 said Bill Donohue of the Catholic League. 鈥淚t鈥檚 not meant for middle-class people and upper-middle-class people who don鈥檛 like the fact that they鈥檙e a听听or woman. 鈥 This is an abuse of Medicaid.鈥
鈥淭hey should be paying for it out of their own pocket,鈥 said George Brown, of Midtown. 鈥淚t鈥檚 not a responsibility for the state of 黑料正能量.鈥
Other听黑料正能量ers, however, supported the move.
鈥淚 think it鈥檚 probably a good idea because why would you put yourself through that unless you really had to?鈥澨齭aid Sue Kort, of Midtown. 鈥
California, Massachusetts, Oregon, Vermont and Washington D.C. also cover transgender health care through their Medicaid programs.
